With its hull crafted by shiprwrights at the Davis Boat Works Company, Weldon B. Cooke's "Irene" was assembled at and launched from the Lake Erie Dry Dock and Mill Company. The flying boat featured several innovations. The Roberts Motor Company engine was placed in the hull. A chain from the engine drove the large elevated propeller. Cooke used a carriage spring in the landing gear for shock control.
