dc.description The Howell Cobb was one of five Milan, Ohio-built ships ordered to New York in 1861 to be used as revenue cutters. Revenue cutters were originally "cutter rigged," built with a simple mast and two or more sails. The ships were used to patrol harbors and coast lines for smugglers.
