dc.description The Library on the campus of the Soldiers' and Sailors' Home was open to members from 7:30 a.m. to 7:30 p.m. The building's second floor contained the chaplain's office and the Grand Army of the Republic Hall. In the mid-1880's, members of the Grand Army of the Republic proposed the building of a home-like facility to house and care for Ohio's Civil War veterans.
