When addressing the issue of Sustainable Development, a few prior remarks are in order by way of reminders, to stimulate memory and reinforce convictions. It may be inferred, from a planetary view of all the questions that affect human beings and their Societies, that the creation of an appropriate framework for cooperation must be generated on a global scale to eliminate .world-wide asymmetries.. Overall human progress must be harmonious, in keeping with .positive sustainable development., where Sustainable Development is defined to mean the ability to meet present needs without creating environmental stress or compromising the ability of future generations to meet theirs. <br> This involves an intrinsic, in-depth and comprehensive understanding of our Earth and its marine, biospheric and atmospheric components; and not only the planet itself, but also its surrounding environment: the Solar System, our Galaxy and the most immediate Cosmos. The rest of the Universe can obviously be an unending source of all manner of teachings and wealth, even material wealth. If a first glimpse is any indication, it is a door open to infinite promise. <br> Sustainable Development can only be achieved if it is a worldwide objective, the result of the present trend toward globalization. Fortunately, awareness of the problem is growing and with it social pressure to take the necessary measures. In this regard, a .tool chest. is needed: intellectual and cognitive as well as executive and material tools that must be politically accepted by the respective policy makers. Through them, rigorous scientific knowledge can be a safeguard against surprises and improvisation, lessening unfavourable situations and making it possible to anticipate and foresee future problems.<br> As never before in human history, the common destiny of the human species drives us to seek a .new beginning. for our ambitions and activities.<br> Human progress is in need of a change of mentality and of heart, as well as a new sense of global interdependence and holistically perceived universal co-responsibility. With some imagination, a new vision of .sustainable life. can be simultaneously drawn at the local, national, regional and world-wide levels.<br> We all have an important role to play in that regard, both individually and collectively, to inspire creative leadership. A universal alliance is essential to achieving the effective and planetary human governability required to build the .Sustainable Global Community. to which we all aspire, through legally binding world-wide procedures, resources and tools. Such tools will help us defend the environment as far as possible and attain genuine sustainability.<br> The apparent contradiction between progress and respect for the environment suggests a confrontation between the concepts of development and sustainability. Today.s global situation of environmental devastation, depletion of certain resources, reckless world population growth at a rate of 1.2% per year, injustice and economic imbalance, among other factors, have an adverse effect on the sustainability of human development from a world-wide perspective. Architecture and Urban and Territorial Planning are consequences of social demands and the socio-economic and political organization of Human Society and as such should contribute to the local or national dimension of Sustainable Development, always in keeping with a world-wide vision.<br><br>Al hablar de Desarrollo Sostenible, para estimular la memoria y reforzar nuestras convicciones, conviene hacer unos recordatorios previos. Si partimos de una consideración planetaria de todas las cuestiones que afectan al ser humano y sus Sociedades, resulta imprescindible la creación de un adecuado marco de cooperación, de dimensiones globales, para romper las .asimetrías mundiales.. Es fundamental que el progreso general de la Humanidad sea armónico, con un .desarrollo positivo y sostenible., entendiendo por Desarrollo Sostenible aquel que satisface las necesidades del presente, sin crear problemas medioambientales, y sin comprometer las demandas de las futuras generaciones.<br> Ello implica un conocimiento intrínseco, profundo e integral de nuestra Tierra, con sus componentes marinos, biosfera y atmósfera. Y no sólo ésta, en sí misma, sino también su entorno más próximo: el Sistema Solar, nuestra Galaxia y el Cosmos, especialmente el más inmediato. Es evidente que el resto del Universo puede ser una fuente inagotable de enseñanzas y riquezas de todo tipo, incluso materiales. Constituye una puerta abierta con perspectivas imprevisibles, tal y como ya se está vislumbrando.<br> Para conseguir el Desarrollo Sostenible ambicionado, éste debe ser un objetivo común mundial, consecuencia del actual fenómeno de la globalización existente. Afortunadamente, existe, cada vez más, una concienciación general del problema y una creciente presión social para que se tomen las medidas oportunas. Por otro lado, imprescindiblemente, se necesita .instrumentalia.: instrumentos intelectuales, cognoscitivos, seguidos de instrumentos ejecutivos y materiales, que deben ser aceptados políticamente por los responsables correspondientes. A través de ellos, el conocimiento científico y riguroso puede evitar sorpresas e improvisaciones, aminorando las situaciones desfavorables, lográndose también una anticipación y previsión ante problemáticas futuras.<br> Como nunca antes en la historia humana, el destino común de nuestra especie nos impulsa a buscar un .nuevo comienzo. en nuestras ambiciones y actividades.<br> El progreso humano requiere un cambio de mentalidad y de corazón, así como un nuevo sentido de interdependencia global y corresponsabilidad universal, con apreciación holística1. Es preciso desarrollar, con imaginación, una novedosa visión de .vida sostenible., de forma simultánea a niveles local, nacional, regional y mundial.<br> Todos tenemos un gran papel que cumplir en ello, de manera individual y colectiva, para estimular un liderazgo creativo. La alianza entre todos es esencial para lograr la gobernabilidad humana efectiva, de ámbito terráqueo, para construir esa .Comunidad Global Sostenible. que todos ambicionamos, a través de procedimientos, medios e instrumentos legalmente vinculantes, a nivel mundial. Estos nos ayudarán a defender, lo mejor posible, el medioambiente y a alcanzar esa ambicionada sostenibilidad real.<br> La aparente contradicción entre progreso y respeto al medioambiente sugiere un enfrentamiento entre los conceptos desarrollo y sostenibilidad. La situación global actual de devastación medioambiental, el agotamiento de algunos recursos, el vertiginoso aumento de la población mundial general con una tasa de crecimiento del 1,2%, la injusticia y los desequilibrios económicos, entre otros factores, influyen de manera desfavorable en la sostenibilidad de nuestro desarrollo humano, desde una contemplación mundial. La Arquitectura, el Urbanismo y el Ordenamiento Territorial son consecuencia de las demandas sociales y de la organización socio-económico-política de la Sociedad Humana, por lo que también cada una de ellas debe contribuir al Desarrollo Sostenible, en dimensión local o nacional y, siempre, bajo una dependencia mundial.
