This paper presents a government policy initiative aimed to increase the number of
researchers in the Public Research Sector and to cope with the problem of employability and stabilisation of people holding a PhD and working in research in Spain and abroad. The paper explains the way in which policy makers link problems and solutions and presents a policy case that deals with Spain’s main problems in S&T human resources, in the context of a policy sequence. |
