| dc.description | Die Finanzhilfen der Bundesländer und ihrer Gemeinden sind beträchtlich. Für das Jahr 2001 wurde ein Betrag von insgesamt 70,6 Mrd. Euro ermittelt. Er entspricht mehr als der Hälfte des gesamten Lohnsteueraufkommens, das freilich um das Kindergeld reduziert ist, oder 3,4 Prozent des Bruttoinlandsprodukts. Die Finanzhilfen der Bundesländer und ihrer Gemeinden sind regional und sektoral nicht gleich verteilt. In den ostdeutschen Flächenstaaten sind sie, auf die Einwohnerzahl bezogen, rund doppelt so hoch wie in Westdeutschland. Sektoral konzentrieren sie sich auf Krisenbranchen und Binnensektoren, die keinem internationalen Wettbewerb ausgesetzt sind. | - |

Thus, states’ expenditures for subsidies exceeded half of total wage tax revenues (after deduction of child allowances) in Germany or 3.4 per cent of German GDP. States’ subsidies are far from evenly distributed in regional and sectoral perspective. For East German states, subsidies per inhabitant are twice as high as in West German states, excluding city states. With respect to sectoral decomposition, subsidies are granted mainly for branches suffering from economic crisis or not being subject to international competition. | - |
