This paper deals with such arrangements as far as they concern the expenses incurred by some Länder for their sea ports. Economic considerations with respect to fiscal equivalence call for a continuing participation of the other Länder as well as the German Federation (Bund) in the financing of such expenses; however, such participation should be organised in a different manner than today. | - |
