| Description: | Im Zuge der europäischen Integration haben die nationalen Regierungen Kompetenzen an europäische Institutionen abgegeben. Die Folge ist, daß die ökonomische Entwicklung in der EU mehr und mehr von wirtschaftsräumlichen Faktoren anstatt von administrativen nationalen Unterschieden bestimmt wird. Der gestiegenen Bedeutung wirtschaftsräumlicher Faktoren müßte durch mehr gesetzgebende und administrative Kompetenzen regionaler Gebietskörperschaften entsprochen werden. Regionale Gebietskörperschaften in der EU sind in den letzten Jahren allerdings kaum substantiell gestärkt worden. Die Gestaltungskraft der nationalen Ebene ist nach wie vor groß, und es ist noch ein langer Weg, bis ein ?Europa der Regionen? entstanden sein wird. In the course of European integration national states have lost regulative competence to European authorities. Consequently, regional factors have gained in importance for economic development. The location of firms and persons depends more and more on regional factors rather than national differences. The increased importance of regional factors requires a corresponding increase in the legislative and administrative power of regional authorities. However, regional authorities in Europe have not been strengthened substantially in recent years. The power of national authorities is still great and there is still a long way to go to a ?Europe of Regions?. |
