This report tries to establish a debate upon the stragies towards poverty in Latin America, focusing on the concepts of unit development approach, under which the basis of economical policies correspond to growth and social policies to distribution. The insight debate points out the extra-value of human force (learning) and of social capital (empowerment) as formulas given by international organisms to public policies, in order to make local engagement stronger. Above all the report also shows the recent debate on civil involvement and social capital, out pointing the World Bank concept of alliances, understandable as a linked action among every stage of society. |
